Debit-card holders complain about secret ATM charges
Holders of international debit cards issued by several local banks say they have been paying undeclared ATM fees without even knowing it but a banker has denied this.
Though most cardholders know they pay a fee to their bank – usually around VND20,000 – when they use other banks’ ATMs, they said some bank’s ATMs did not inform them that they would charge them a second fee.
People using cards like Vietcombank MTV, ACB Visa Debit, Sacom Visa Debit, Techcombank’s F@st Access Visa Debit, Eximbank Visa Debit and ANZ Visa Debit said they have been charged, sometimes as much as VND70,000.
The charges often do not show up even on ATM receipts, the bank customers said.
A Vietcombank MTV cardholder said he recently lost VND70,000 after withdrawing VND100,000 from a Vietnam International Bank ATM.
He said the ATM receipt did not indicate the charge and only showed the VND20,000 fee Vietcombank collects. He only learned about the “invisible” fee when he later checked his balance.
An ANZ Bank executive, however, said his bank’s ATMs do not collect such fees from people using the other banks’ cards.
But an official from the Vietnam Bank Card Association (VBCA) was less clear about the matter and said “I will check on this.”
Only the bank that issues the debit card is allowed to charge ATM-use fees, he said.
These banks are meant to share the fees with the bank that provides the ATM service.
