Houses for low income earners difficult to obtain

The sale of houses for low income earners has been kicked off in Hanoi. However, a lot of low income earners complain that they may miss these opportunities because they cannot complete all the necessary procedures.

Anh Hong, a lecturer at the University of Culture, went to the head office of the Thinh Liet Ward People’s Committee five times. However, the ward’s authorities still refused to certify that Hong still does not have her own accommodations.

According to Hong, she can meet eligibility requirements to buy a home for low income earners. Both Hong and her husband are university lecturers, while her income is less than three million dong. They now live with their parents in Thinh Liet ward in Hoang Mai district in Hanoi. Though the head of residents and the ward’s police have confirmed Hong’s status, Thinh Liet ward People’s Committee Chair still refuses to affirm that Hong does not have any house of her own.

“The committee must conduct an investigation into the living conditions of our family. If it does not do this, it must consider the confirmation by the head of residents and the ward’s police,” Hong explained. “As ward authorities refuse to certify us, we may miss the chance to purchase a home for low income earners, as the application deadline is nearing.”

Meanwhile, when talking with VnExpress reporters, Nguyen Ngoc Hai, Chair of the Thinh Liet Ward People’s Committee, claimed that he cannot be sure that Hong does not have a house. In some cases, residents do not have houses in the ward, but elsewhere. Therefore, Hai cannot confirm that someone does not have a house, so all people asking for certification have been refused.

September 25 is the deadline for applications to buy apartments at Ngo Thi Nham apartment bloc in Ha Dong District. Meanwhile, nearly 1000 people are still ‘struggling’ with procedures. They need confirmation from authorities that they do not a house, but these authorities refuse to certify their situation.

In some areas, after the heads of residents certify the status of people, the ward only certifies that Mr. X or Y are heads of the ward’s residents and that these are the signatures of Mr. X or Y. They don’t mention the housing status.

According to VnExpress, some people’s committees’ officials still have not updated information and they did not know about the Decision 34 on selling and leasing houses to low income earners. Therefore, they refuse confirmation.

Analysts say a lot of problems still exist to hinder home purchases. In many cases, people have houses of their own already. However, as they still do not have “red books” (land use right certificate), they can apply for low income housing.

In some urbanized suburb areas like Xuan Dinh, My Dinh, Me Tri communes, the housing has narrowed, but residents are still not listed as eligible to buy a home.

Low income earners are understood as people with incomes lower than the average income of people in Hanoi. However, to date, the “average income of people in Hanoi” has not been defined.

Vu Ngoc Dam, a senior official from the Hanoi Construction Department, stressed that wards must take responsibility of certifying accommodation status and they must not refuse this task. Dam added that the department is compiling a document that will be submitted to the city’s authorities, and will request that they instruct ward authorities to obey Decision 34.
