Vietnam to start building 2nd refinery
State oil company PetroVietnam will start construction of Vietnam's second refinery, the 200,000-barrel-per-day Nghi Son plant, in June next year, a company official said on Wednesday.
"The FEED will be completed in November this year and construction of the main facility will start in June 2010," the official, who declined to be identified, said.
FEED refers to front-end engineering and design work.
He said partners in the $8 billion joint venture, including Kuwait Petroleum International and Japan's Idemitsu Kosan Co., which each have a 35.1 percent stake in the venture, were working on procedures to select contractors.
Several international refinery contractors have expressed interest, including Japanese firms and Technip, which built Vietnam's first refinery, the 140,000 bpd Dung Quat plant, PetroVietnam officials have said.
The official said Kuwaiti Oil Minister Sheikh Ahmad al-Abdullah al-Sabah went to inspect the site of the new refinery on Tuesday and reaffirmed support for the project.
The refinery, located in the central Thanh Hoa Province about 180 km south of the capital, Hanoi, is designed to use 100 percent Kuwaiti crude oil, PetroVietnam officials have said.
Combined output from Nghi Son and Dung Quat, which started operations in February this year, would meet about 80 percent of the country's forecast daily consumption of 420,000 bpd by 2013 when Nghi Son is completed, PetroVietnam officials have said.
